Baku Metropolitan CJSC is pleased to invite interested companies to participate in the Early Market Engagement (EME) event for the Baku Metro Signaling Modernization and Operations Digitalization Project. Participation in the EME event is open to all interested market participants.
The project aims to modernize the metro signaling system and advance the digitalization of metro operations in Baku. The project is expected to be financed by ADB, with cofinancing from AIIB under consideration, and implemented by Baku Metro CJSC. The total project cost is currently estimated at approximately $350 million, inclusive of taxes and duties.
This EME event is intended to engage with potential market participants, including metro signaling system suppliers, system integrators, digital platform providers, consultants, and relevant technology vendors, in order to better understand available technologies, market capabilities, and potential procurement approaches. During the event, Baku Metropolitan CJSC will present the preliminary project concept and potential procurement approaches and provide an opportunity for interested companies to share insights from the international market.
The project is expected to include, among others:
• Modernization of metro signaling systems (including CBTC-based train control technologies)
• Establishment of a modern Operations Control Center (OCC)
• Implementation of advanced digital systems for metro operations and asset management
• Integration of communication, monitoring, and cybersecurity systems
• Upgrading supporting digital infrastructure within the metro network
• Consulting services: project management, supervision
The project will primarily involve the supply, installation, integration, testing, and commissioning of advanced metro systems within existing metro infrastructure. It is expected that procurement may start in Q3, 2026.
By participating in the EME, companies will have the opportunity to:
• Learn about the preliminary scope and objectives of the project
• Understand the potential procurement strategy and timeline
• Provide feedback that may help refine the project design and procurement approach
Participation in this event does not constitute participation in any formal procurement process. Any future procurement under the project will be conducted in accordance with the ADB Procurement Policy (2017) and Procurement Directive for ADB Borrowers (2026), as applicable to the financing arrangements. Participation and bidding may be open to eligible companies/firms from all countries and not limited to those from ADB and AIIB member countries, subject to the final agreed procurement arrangements. Information shared during the EME event will be made available to all participants.
