PRIME MINISTER ALI ASADOV'S ADDRESS TO CITIZENS

As is known, on September 27, Armenia launched another military provocation against Azerbaijan. Armenian armed forces fired on our settlements, as well as our military positions, using various weapons, including heavy artillery, from several directions. In response to this aggression, the Azerbaijani Army launched a counter-offensive as instructed by the President of the Republic of Azerbaijan, Supreme Commander-in-Chief of the Armed Forces Ilham Aliyev. A state of war and curfew have been declared in several regions of the country since September 28. The enemy is using prohibited methods to commit war crimes, target civilians, and fire rockets at our cities and districts far from the conflict zone.
Nevertheless, under the leadership of the President of the Republic of Azerbaijan, the Supreme Commander-in-Chief of the Armed Forces, the brave Army of Azerbaijan is advancing successfully. As a result of the operations carried out by our Glorious Army, the liberation of our occupied lands has begun.
All the people of Azerbaijan support our Army and rejoice in these successes. We, all the people of Azerbaijan, are closely united around the President, the Supreme Commander-in-Chief, and we are confident that our occupied lands will be liberated. Our people welcome the news of victory from the front with great enthusiasm and joy, with people gathering to support our glorious Army and share their joy with each other. Of course, this is understandable. Addressing our citizens on behalf of the Operational Headquarters, I declare that the special quarantine regime applied in our country in connection with the coronavirus pandemic continues.

There is an increase in contact between our citizens as a result of this high emotional level, which can pose a serious threat to human health against the background of ongoing coronavirus disease. As it is known, the disease is spreading rapidly in countries neighboring Azerbaijan, as well as in other countries of the world, and experts consider it as the beginning of the second wave. This requires us to be even more careful. So far, our citizens have strictly adhered to special quarantine rules, and as a result, the disease is now under control. In order not to lose the achievements we have made in the fight against the pandemic so far, it is necessary to follow the rules of the quarantine regime. At the same time, it is more important for our state, our people and our national security to follow quarantine rules at such a difficult time than to fight the virus. The contribution of each of our citizens in this work is commendable. However, we would like to inform the persons responsible for the spread of the disease and the violation of the rules of the quarantine regime, and the owners of enterprises, regardless of the form of ownership, that in case of non-compliance with the quarantine regime, appropriate measures will be taken. In this regard, the relevant agencies have been instructed accordingly to continue control measures more strictly. In such a difficult time, it is important that our unity, civil solidarity and discipline for the liberation of our lands be demonstrated in the fight against the coronavirus, an invisible enemy too. Therefore, we call on every citizen to adhere more strictly to the requirements of the quarantine regime, thereby mobilizing all our forces to fight the occupying enemy.
